Position Overview
We are seeking an experienced and commercially driven Business Lead to support the development and execution of infrastructure projects. The ideal candidate will have strong experience in business development, government and institutional relations, tender management, and public-private partnership (PPP) frameworks.
The role requires a strategic professional capable of managing relationships with authorities, identifying project opportunities, supporting negotiations, and driving business growth across complex infrastructure.
Key Responsibilities
- Lead business development activities in the construction, infrastructure, and energy sectors
- Develop and maintain relationships with government authorities, regulatory bodies, public institutions, and key stakeholders
- Identify and evaluate new project and investment opportunities
- Coordinate and manage tendering and bidding processes for EPC and infrastructure projects
- Support negotiations related to PPP, BOT, BOOT, concession, and other project financing structures
- Collaborate with technical, legal, financial, and operational teams during project development and execution
- Monitor market trends, regulatory developments, and competitive landscape
- Prepare commercial proposals, presentations, and strategic business reports
- Support contract negotiations and partnership agreements
- Ensure alignment with corporate strategy, compliance standards, and project objectives
Requirements
- Bachelor’s or Master’s degree in Business Administration, Engineering, Economics, Finance, or related field
- Minimum 6-8 years of experience in infrastructure, EPC, construction, or energy sector projects
- Strong understanding of EPC contracts, infrastructure development, and energy markets
- Proven experience managing relationships with government authorities and institutional stakeholders
- Experience with tenders, procurement processes, and project bidding
- Solid knowledge of PPP, BOT, BOOT, concession models, and project financing structures
- Strong commercial, negotiation, and stakeholder management skills
- Excellent analytical, organizational, and communication abilities
- Fluency in English, Russian, and Uzbek is required
- Ability to work in fast-paced and multicultural environments
Preferred Qualifications
- Experience in international infrastructure or energy projects
- Familiarity with FIDIC contracts and international procurement standards
- Background in project finance or investment analysis is an advantage
- Strong network within public sector and infrastructure industry stakeholders is a plus
